For Passengers Flying to and from Mactan-Cebu International Airport (CEB)

List of prohibited items has been expanded to include all liquid substances above 100ml such as beverages, lotions, shampoos, toothpastes, gels, astringents, and other items of similar consistency, these items shall be placed in the check-in luggage and shall be confiscated if found at the final screening point

Subject to usual inspection but are not covered by this restrictions are baby formula, breast milk, or juice of a baby or small child who is traveling, prescription medicines under the passenger’s name, insulin and other non-prescription medicines and airline crew groom kits

For other special arrangements please coordinate with your airline

The Mactan-Cebu Airport International Terminal Fee is often referred to has a Departure Tax, the Terminal Fee funds collected are used towards refurbishments, better airport security, latest technologies and improvements to the airport facilities, not be confused with the International Travel Tax for Filipino citizens and permanent resident aliens, see below for further information

September 1 2019 to August 31 2020 (Transition Period)

The following passengers are exempt:

1. Below 2 years old on the date of travel
2. Overseas Filipino Contract Worker
3. MCIAA Board of Directors / Officers and Employees on official travel
4. Transit passenger
5. Passenger denied entry
6. Guests connecting through Philippine airports except those transiting in Manila, Cebu and Caticlan (Boracay)

International Terminal Fee at Mactan-Cebu International Airport (CEB)

International Terminal Fee of ₱850.00 may now be included in the cost of airline ticket or booking, international airlines expect to have the cost of the Terminal Fee integrated into the airlines ticketing system beginning September 1 2019 to August 31 2020 (Transition Period), check with your operating airline, when the Terminal Fee is included in your airline ticket, the check-in staff will stamp the boarding pass indicating paid, you can immediately proceed to baggage screening lines, immigration and boarding gates, if the Terminal Fee is not included in your booking you will still pay at Mactan-Cebu International Airport (CEB) Terminal Fee Counters, pay by Cash in Philippines Peso ₱850.00, Visa Credit Card Only, or in $USD Cash, the average conversion rate is (USD $17.00)

International Philippine Travel Tax 

The following individuals are required by the Philippine Government to pay the Travel Tax every time they depart the country for an overseas destination:

(a)  Filipino citizens

(b)  Permanent resident aliens

The following Filipino citizens are exempted from the payment of Travel Tax 

(a)  Filipino overseas contract workers

(b)  Filipino permanent residents abroad whose stay or visit in the Philippines is less than one year

(c)  Infants (2 years and below)

Also exempted are foreign diplomatic representatives in the Philippines, United Nations employees, US military personnel, international carrier crew, Philippine foreign service personnel (i.e., officials and employees of the Philippine Government who are assigned in Philippine foreign service posts and who are returning to their country of assignment), Philippine government employees (who are on official travel), bona fide students on scholarships and personnel of multinational companies

Non-immigrant aliens, who have not stayed in the Philippines for more than a year, is exempted from the Travel Tax

Important information for first time international travel for Filipino citizens, groups and companions 

First time international travel for Filipino citizens or infrequent travelers without an international visa or work permit stamp, usually aged under 30, will most likely be interviewed by the immigration government official at the departing airport, depending on your circumstances, you will be required to get exit clearance, it may be lengthy process with the possibility of being denied the right to travel or even miss your flight, we would therefore recommend you arrive at the airport at least 4 hours prior to departure or arrive for airline check-in at the earliest time, If your alone, with a group, companion or foreign partner, be prepared to provide your exact travel itinerary, including paid hotel or accommodation confirmation, return airline tickets, attraction tickets (if any), available funds or how you will fund it and telephone numbers of anyone your meeting or staying with, and especially at the arrival airport, we would therefore recommend you have all this information available before departure to speed up the process at the airport, if your traveling with a foreign partner on the same flight this will normally speed up the process for exit clearance, it is relatively common to get denied the right to travel, the main purpose for exit clearance for Filipino Citizens at Philippine airports, is to get screened or investigated, and avoid the possibility of human trafficking, illegal or unlawful recruitment, and business or individuals promising permanent student academic visa sponsorship, if you cannot satisfy or provide sufficient evidence or the immigration government official suspects your not traveling for the purpose of just tourism or without proper documentation, it’s very likely you will be denied the right to travel internationally for your own safety, although genuine tourist should not be concerned.
